marcellus shale Options

Location: PA
over 1000 trillion cubic feet of NG has been determined as minimum reserves in PA Marcellus Shale. What is needed are locations by the Susquehana River to pump out billions of gallons of water to fracture this shale. I only know of one defunct heating oil terminal on this river that can hold several million gallons of oil or water and I think that Chesepeake Energy or Range Resources will buy them up soon. PA politicians have been moving on this for tax reasons. I think the terminal is doing a private placement. anyone have any ideas who it is? I would like to invest.
